Horenstein Law Group was formed during a time of seismic changes occurring in a decades long staid and static legal profession. Formerly a business and real estate attorney with the northwest regional law firm Miller Nash, Steve Horenstein has held a number of management positions that have given him the opportunity to study best practices in serving client needs in today’s business environment. Cindy Horenstein brings extensive experience, having practiced with Horenstein and Duggan and with her own firm, for nearly 35 years.

HLG maintains all of the positive values clients expect from a traditional law firm, including excellent, well-trained lawyers, high level work product, and responsiveness. In addition, the firm is responding to new client needs and expectations that have evolved in part because of the economy. after recovering from a prolonged recession that forever changed the practice of law, clients expect a higher level of service where billings are based on value received and results obtained rather than just hours worked. Better access to lawyers and documents through client focused technology is a trend that HLG embraces. HLG has implemented seven core firm values to address these needs. Virtual connectivity and communication is easier in today’s business environment than ever before. Our collaborative, client-centric software allows us to provide responsiveness and interactions at higher levels than ever before.

Horenstein Law Group uses the latest and most secure cloud based client document management software. This puts the detail of your matter within a few mouse-clicks away for quick access during your calls and visits. And, we have access to your documents from anywhere we happen to be — on our laptops, tablets and phones — whenever you need us.

Our collaborative client relationship software allows us to communicate with our clients electronically for the client intake process, regular communications about your matter and through final billing. You can even pay your invoice with a credit card right from your billing statement if you so choose.

Efficiency and Cost Effectiveness

Clients demand more efficiency and cost effectiveness in the handling of their legal matters than ever before. Developments in artificial intelligence (AI) and machine learning have facilitated new software for law firms. We use Document Review Software to quickly scan legal documents for structural, definitional and consistency issues before the actual lawyer review takes place. This saves clients hours of attorney review time and reduces costs accordingly. We use AI based legal research software that is far more cost effective and reliable than traditional legal research software.

Whether we are working on a current matter or not, we provide you with access to the latest information relevant to your business through the use of Social Media Software, through our Client Contact Management Software, continuously posting blogs and emails. This keeps our clients current on important issues that can impact business now or in the future, so that they can strategically plan with more certainty and clarity.

Creative Fee Structures

For decades lawyers have billed clients by the hour, but at HLG hourly billing is a choice of last resort. What do you gain by knowing the rate without the full and complete cost of legal services? Our preference is to bill you for the value we provide by working with you to design a fee structure that best meets your needs. We have developed multiple alternative fee methodologies including flat fees; predetermined fees for scopes of services; budgets and scopes with not-to-exceed caps; and fee estimates with estimate perimeters. Each case is unique and deserves its own consideration as to what will work best.

Community Engagement


We care about the community we live and work in and we feel a need to give back. Our community involvement and relationships afford access that is an outcome of this involvement, and benefit clients in all areas of our practice.

Our involvement has included work with such organizations as the Columbia River Economic Development Council, the Greater Vancouver Chamber of Commerce, Washington State University Vancouver, Identity Clark County, Leadership Clark County, Clark College, The Humane Society of Southwest Washington, Downtown Vancouver Association, the YWCA, The Hough Foundation, The Community Foundation for Southwest Washington and more.

Politics and Governance

We also support and engage with elected officials at the local, state and federal level. Our focus for this engagement does not involve political parties or persuasions; we support those who have a focus on improving our community. We use the relationships, connections and access we gain with our community involvement for the benefit of our clients, whenever appropriate.
